RCDD and Registered Electrical Engineer Qualifications
Solicitations by the Government for Indefinite Delivery Contracts typically include a general scope of
work that may include design, drafting, planning, programming, cost estimating, topographic or boundary
surveys, on site construction management, shop drawing reviews, preparation of Requests for Proposals
(RFPs) for Design/Bid/Build and Design/Build Projects, various engineering studies, site investigations,
value engineering services, subsurface geotechnical investigation, testing, and reports, design services for
new construction and/or renovation, demolition, and alterations of existing facilities, environmental
studies, testing and reports, hazardous materials testing, abatement, and other design services. Typically,
it states that all work must be performed by or under the direct supervision of licensed professional
Architects or Engineers. Recently, the professional qualifications required in the solicitation also include
a Registered Communications Distribution Designer (RCDD) accredited by Building Industry Consulting
Service International (BICSI) with a current active RCDD registration, also noting that this person shall
also be a Registered Electrical Engineer.

Professional (LC) through the National Council on Qualifications for the Lighting
Professional - NCQLP and a LEED Accredited Professional (LEED A.P. - Leadership
in Energy and Environmental Design) through the U.S. Green Building Council. Keith
has active memberships in several professional organizations including; BICSI, The
Uptime Institute, TPMA (Telecommunication Project Management Association), the
NFPA, the 7 x 24 Exchange - End to End Reliability, the Illuminating Engineering
Society of North America, and the Washington State Society of Healthcare Engineers.
Bill Waldrop is also a Registered Communications Distribution Designer (RCDD)
through BICSI and has over 34 years of experience in electrical design. Bill’s
background includes extensive project experience in mission critical, commercial,
municipal, institutional, industrial, airport, seaport and military projects. Design
experience includes site lighting, power distribution, standby and emergency power
systems, building power, lighting, telecommunications, controls, cost estimating,
project management and construction administration. Computer skills include
proficiency in AutoCAD, Revit MEP, Microsoft Word and Excel, and other
engineering programs. Bill’s goal on every project is to create high-quality
construction documents, including calculations, plans, details and specifications, and to
communicate effectively with the design team and other disciplines to ensure quality
control and code compliance.
